Team

The I-10 BR Widening project is being delivered by LADOTD through the CMAR (Construction Manager At Risk) method. In contrast to the traditional Design – Bid – Build process, CMAR allows overlap and coordination between the contractor and designer as the plans are finalized with DOTD oversight. The overall project is phased, funding secured, early work is prioritized for quick completion, and portions of the project are fully designed in sequence.

CMAR Process

The Louisiana Department of Transportation and Development (LADOTD) is the project Owner and ultimately the maintainer of the completed project. LADOTD has contracted simultaneously with COREX10 the project Designer, with Kiewit-Boh (joint venture) the project Contractor, and with the Independent Cost Estimator (ICE). Regular meetings between these parties facilitate production of final plans.

The process has built-in checks and balances as represented by the circle “KREBS ICE” positioned beside the project Owner LADOTD. ICE is the Independent Cost Estimator who reviews quantities and provides an independent cost estimate to ensure reasonableness of the Contractor’s price.

CMAR Team Members

The CMAR team includes a Designer and a Contractor. COREX10 is the design team led by Huval Associates and comprised of firms including roadway engineers, bridge and structural engineers, geotechnical engineers, traffic engineers, land surveyors, utility engineers, architects, landscape architects, planners, and public engagement specialists.

COREX10 member firms include Huval Associates, GEC, Arcadis, Waggoner Engineering, Modjeski and Masters, Reich Landscape Architecture, Ardaman & Associates, APS Engineering & Testing, and Franklin Associates. Nearly all are Louisiana-based or have significant offices within the state.

The contractor is Kiewit-Boh, a joint venture (KBJV) between Kiewit Corporation, having offices across North America, and Louisiana-based Boh Bros. Construction Co. Of note, Boh Bros. constructed much of the original I-10 within this region during the 1960’s.
