The closure and/or separation of neighborhood streets has historically divided neighborhoods and spurred disinvestment and safety issues amongst the nearby properties. Streets in the downtown area that were closed when interstates I-10 and I-110 were constructed, suffered devastating disinvestment over the years. In contrast, streets that were left open and conserved the city grid street system have experienced less disinvestment and emergency vehicle access has been maintained.
