5) Neighborhood and Street Impact Any closures or separation of neighborhood streets proposed in this project should be studied and minimized. The closure and/or separation of neighborhood streets has historically divided neighborhoods and spurred disinvestment and safety issues amongst the nearby properties. Streets in the downtown area that were closed when interstates I-10 and I-110 were constructed, suffered devastating disinvestment over the years. In contrast, streets that were left open and conserved the city grid street system have experienced less disinvestment and emergency vehicle access has been maintained.

Any street closure is carefully considered during preliminary design and is only done where necessary for interstate improvements and safety.
